EnergySolutions' NRC broad-scope materials license (No. 39-35044-01) authorizes the JV to handle the full radiological remediation lifecycle — from initial field survey and dose-rate mapping through excavation under Radiation Work Permits, offsite transport, and disposal at a licensed facility. No subcontract for the licensed work; no split in the chain of custody.

The JV's Health Physics staff execute MARSSIM-compliant Final Status Surveys and provide the regulatory documentation package — dose assessment, release comparison, and survey data — required for NRC or EPA concurrence on site closure.

Capability 03

Hazardous Waste Management

Legacy mine sites typically contain mixed waste streams: radiologically impacted material, RCRA-listed and characteristic hazardous waste, and inert debris managed under separate regulatory frameworks. The JV handles all three — with licensed personnel, permitted transport arrangements, and approved disposal facilities for each stream — under a single contract.

Cradle-to-grave management begins at the point of generation: waste characterization sampling, profile approval from the receiving facility, DOT-compliant containerization and labeling, uniform hazardous waste manifest preparation, and licensed transporter coordination through final disposal documentation.

Decommissioning & D&D

Decontamination and decommissioning of radiologically impacted structures, equipment, and site infrastructure requires integrated Health Physics oversight from the first characterization survey through the NRC release survey. The JV executes D&D work under NRC materials license with in-house Radiation Protection Managers — maintaining continuous regulatory chain of custody across the full scope.

Work scope ranges from decontamination of process equipment and piping to full structural demolition of radiologically impacted buildings, with rubble survey, classification, and packaging for licensed disposal or release. Final Status Survey results are compiled into a regulatory closure package submitted to NRC or state agreement state authorities.

Clawson Excavating has moved earth on remote mine sites across Navajo Nation lands for more than two decades — building access roads into project areas with no existing infrastructure, installing drainage structures to prevent erosion and downslope contamination, and performing the precision recontouring work that defines whether a reclaimed site passes regulatory review.

The JV's regulatory team manages all of them — coordinating agency correspondence, preparing permit applications and license amendments, and maintaining the compliance documentation record that supports site closure approval.

Experience with both NRC and EPA frameworks — and the tribal consultation processes specific to Navajo Nation work — means the JV does not need to learn the regulatory landscape on the job.
